Case Study: Bill Shock Management

This case study describes how the Sandvine Usage Management product was used to implement a solution for wireless service providers to manage bill shock. The bill shock example used in this case study is based on European Union data roaming regulations. The management of data roaming bill shock, and bill shock in general, reduces revenue leakage due to bill forgiveness. In addition, in some cases, regulatory statutes require notification of data roaming or other types of usage and management of charges to avoid subscriber bill shock. The European Union is one jurisdiction that has data roaming charge notification and management regulations. In the United States, the Federal Communications Commission is also looking at introducing similar regulations. Another jurisdiction considering similar regulations is the Philippines.

The Sandvine Usage Management bill shock solution integrated into the service provider’s home and roaming partner subscriber portal, subscriber communication, billing and OSS systems. The Sandvine solution can differentiate between home subscribers roaming on a visited network and roaming partner subscribers roaming onto the service provider’s network, and provide the appropriate communication, usage acceptance of further charges and usage details for billing.

This European Union data roaming regulatory compliance solution is one of many use cases that have been implemented by Sandvine on behalf of a multitude of access service providers. A series of case studies is available on many of the implementations possible using the Usage Management product, as well as the other Sandvine solutions.
